NATO has reaffirmed that weapons, including air defense missiles, continue to be supplied to Ukraine as part of the Priority Urgent Request List (PURL) program. This US-led initiative facilitates rapid procurement and delivery of critical American-manufactured arms to the Ukrainian military, addressing urgent frontline needs.

Continued Military Aid and Strategic Implications

General Christopher G. Cavoli, Commander of NATO Joint Forces Command Europe, confirmed during a press briefing in Brussels on May 19 that all weapons procured under PURL are being delivered as planned. "I want to assure you that everything the allies have paid for is being supplied, including interceptor missiles for air defense systems urgently needed by the Ukrainians," he stated.

Despite the conflict extending into its fifth year, Ukrainian armed forces continue to exhibit resilience and innovation, particularly in countering Russian and Iranian drones and missiles. General Cavoli emphasized the necessity of predictable and ongoing support through PURL, underscoring that the program pools allied funding based on Ukraine’s prioritized needs, enabling swift action when European alternatives are insufficient.

"The investments in Ukraine’s defense not only protect its population and critical infrastructure but also strengthen European security as a whole," said General Cavoli.

This approach reflects a strategic commitment by the US and NATO to maintain a robust defense posture in Eastern Europe, balancing direct support for Ukraine with broader alliance security objectives.

US Military Presence and NATO Regional Readiness

Addressing questions related to the announced US withdrawal of approximately 5,000 troops from Europe, General Cavoli reassured that this move does not compromise NATO's regional defense plans. Instead, it aligns with shifting military investments among European allies.

Since Russia’s full-scale invasion of Ukraine, Baltic states, Poland, and other NATO members have increased their ground combat capabilities. Notably, a Canadian-led multinational brigade in Latvia demonstrates enhanced integration, while Germany continues expanding its brigade presence in Lithuania. "As allies build up their capabilities, the United States can allocate its resources to other global priorities," Cavoli explained.

Incident Response and Alliance Defense Posture

The General also commented on a recent incident involving an apparent Ukrainian drone that mistakenly entered Estonian airspace and was intercepted by a Romanian fighter participating in Baltic air patrols. Highlighting the decentralized command authority vested at tactical levels within NATO, Cavoli praised the swift and coordinated response as exemplary of alliance defense mechanisms.

While NATO's investigation into the incident continues, Cavoli affirmed confidence in the operational protocols, stating, "Our defense works as it should, protecting every inch of alliance territory in case of aggression."

Addressing Russian Claims and Information Warfare

NATO officials also refuted recent Russian intelligence claims alleging Latvian territory is used for staging Ukrainian drone strikes against Russia, a narrative accompanied by threats of "just retribution" despite Latvian NATO membership. General Cavoli dismissed these statements as unfounded and reiterated that NATO does not facilitate cross-border drone incursions.

"If we wanted drones to traverse Baltic airspace to reach Russia, we wouldn’t be shooting them down," he concluded, underscoring the alliance’s commitment to defense and deterrence without escalation.

Overall, NATO’s sustained provision of US-made air defense systems under PURL and the bolstering of regional capabilities represent a calculated strategy to support Ukraine’s defense while reinforcing the collective security architecture of Europe.
