Ukraine Apologizes to Greece for Explosive Maritime Drone Incident Near Lefkada Island
Kyiv attributes the maritime drone's presence near Greek waters to consequences of Russian aggression and reaffirms commitment to international maritime security.

Ukraine officially apologized to Greece following the discovery of a maritime drone carrying explosives near the island of Lefkada in the Ionian Sea. The incident, disclosed by Ukrainian Foreign Ministry spokesperson Georgiy Tykhyi on June 5, has raised concerns about the escalation of conflict-related risks extending beyond Ukrainian territorial waters.
Context and Diplomatic Repercussions
The incident occurred when fishermen discovered the drone loaded with approximately 100 kilograms of explosives near Lefkada, a Greek island located over 1,000 kilometers from Ukraine’s coast. Ukrainian authorities indicated that the drone likely malfunctioned and lost remote control, preventing it from reaching its intended target. According to Ukrainian sources, the probable objective was to strike vessels associated with the Russian so-called "shadow fleet" operating in the Mediterranean Sea.
Greece responded firmly by issuing a diplomatic protest to Kyiv on June 3, emphasizing that it would not tolerate the Mediterranean Sea becoming a theater for military conflict. The Greek government underscored its commitment to maintaining regional stability and safeguarding civilian maritime navigation.
“Ukraine values its friendly relations with Greece and deeply appreciates the steadfast support from the Greek people since the onset of the full-scale Russian invasion,” stated Georgiy Tykhyi. “We remain committed to preventing similar incidents and upholding international law and maritime security principles.”
Ukraine highlighted that the drone incident represents broader security challenges posed by ongoing Russian aggression, which threatens not only Ukraine but also neighboring friendly states, Europe, and global stability.
Strategic Implications and Operational Considerations
While Ukraine lacks direct access to the Mediterranean and Ionian Seas, reports indicate Ukrainian naval operations might be leveraging bases abroad to extend their maritime reach. Specifically, the Ukrainian military may be deploying maritime drones from locations such as western Libya to target vessels connected to Russia’s covert maritime logistics.
Earlier in March, for example, Ukrainian maritime drones reportedly targeted a Russian liquefied gas tanker east of Malta en route to Egypt, demonstrating Kyiv’s strategic use of unmanned naval assets to disrupt Russian maritime supply chains.
This incident spotlights the expanding theater of conflict and its spillover effects on allied and neutral states' maritime domains. It poses critical questions for executive leadership and policymakers regarding risk management, international legal frameworks, and the safeguarding of vital shipping lanes in contested waters.
Ukraine and Greece have reaffirmed their commitment to further deepen bilateral relations and maintain constructive dialogue across areas of mutual interest, signaling a shared determination to navigate emerging geopolitical challenges collaboratively.
