Ukraine has formally requested the United Nations to prohibit Russian military personnel from participating in UN peacekeeping and police missions. This appeal comes in light of documented sexual crimes committed by Russian forces during the ongoing conflict in Ukraine.

Ukraine's Demand at the UN Security Council

At an emergency session of the UN Security Council held on June 8, Ukrainian Ambassador to the UN Andriy Melnyk urged the international body to remove Russian military personnel from all United Nations peacekeeping operations. Melnyk emphasized that the General Secretary has once again included the Russian armed forces on a list citing sexual violence linked to the conflict, reinforcing that such forces "cannot and should not" be part of any UN missions.

“Russian personnel must be banned from participating in any peacekeeping or police missions under the UN flag,” Melnyk stated, highlighting the serious concerns raised by sexual crimes committed by Russian forces against prisoners of war and civilians.

“It may be time to say goodbye and exit the United Nations,” Melnyk remarked, pointing to Russia’s continued rejection of UN General Assembly resolutions and organizational findings.

The Ukrainian diplomat also criticized the Russian UN ambassador Vasily Nebenzya’s characterization of the UN’s annual report on sexual crimes by Russian troops as an attempt to "discredit Russia." This report, released in late May, marked the first time the Russian military was blacklisted by the UN for sexual violence during the conflict.

Broader Strategic Context and Implications

The emergency Security Council meeting was convened at Ukraine’s request following one of the most intense Russian military strikes since the full-scale war began. On the night of June 2, missile attacks across Kyiv and Dnipro resulted in at least 22 deaths and over 100 injuries, primarily in the Kyiv region. This escalation further underscores Ukraine’s call for international measures addressing Russian military conduct.

Melnyk also condemned Russia’s continued refusal to pursue peace negotiations, referencing Ukraine’s proposal for a summit between the two leaders in neutral territory. According to Melnyk, Russian President Vladimir Putin has repeatedly rejected such initiatives.
