Casualties from Starobelsk Attack Rise to 21 Amid Conflicting Military Claims

Following a strike on educational facilities in Starobelsk, rescue operations have concluded with 21 fatalities and 63 casualties reported.

Rescue teams have recovered the bodies of five more children from the rubble of a dormitory at the Pedagogical University in Starobelsk, bringing the death toll from the recent attack to 21, according to the Russian Ministry of Emergency Situations (EMERCOM).

The attack, which took place on May 22, targeted both the college and the university dormitory. EMERCOM reported that a total of 63 individuals were affected, including the deceased. The search and rescue operation has now concluded, with no additional survivors found beneath the debris.

Conflicting Narratives on Military and Civilian Targets

The so-called authorities of the self-proclaimed Luhansk People’s Republic (LPR), appointed by Russia, claimed that Ukrainian drone strikes hit the educational buildings. At the moment of the assault, 86 students aged 14 to 18 were reportedly inside the dormitory.

Conversely, the Ukrainian Telegram channel Exilenova+ alleged that Russian forces were using the targeted facilities for military purposes. The General Staff of the Ukrainian Armed Forces responded on the evening of May 22, dismissing Russian media reports as manipulative.

"In the early hours of May 22, 2026, strikes were carried out on several Russian aggressor facilities, including an oil refinery, ammunition depots, air defense systems, command posts, and personnel, notably one of the command centers of the 'Rubicon' unit near Starobelsk," the General Staff stated.

The 'Rubicon' unit is a specialized military group focused on drone operations. However, the Ukrainian General Staff did not specify whether this command post was located within the college building itself, leaving the exact military significance of the site ambiguous.

This incident highlights the complexities and tragic consequences of the ongoing conflict in the region, where civilian infrastructure and educational institutions have become entangled with military activities, leading to contested narratives and significant loss of life.
