Uzbekistan has emerged as a leading example in advancing water resource management, achieving accelerated progress toward Sustainable Development Goal 6 (SDG 6) on Clean Water and Sanitation, according to a recent United Nations report. The detailed case study highlights Uzbekistan’s strategic approach involving institutional reform, technology deployment, and cross-border cooperation that together have substantially reduced water stress in a region facing significant water withdrawal challenges.

Strategic Reforms and Technological Integration

The UN-Water report, "SDG 6 Country Acceleration Case Study: Uzbekistan," outlines the core elements behind the country’s advancements. Central to these achievements has been Uzbekistan’s comprehensive institutional reforms and digital transformation of the water sector. The government has prioritized the modernization of irrigation through widespread adoption of water-saving technologies such as drip irrigation, which have been instrumental in cutting agricultural water withdrawals.

"Uzbekistan’s experience offers valuable practical lessons for other countries facing water stress," the report notes, emphasizing the transferability of its approach.

Between 2017 and 2021, total freshwater withdrawals in Uzbekistan decreased from 58.9 billion cubic meters to 42.5 billion cubic meters, while the water stress level dropped from 169 percent to 122 percent. This reflects significant improvements in water-use efficiency, driven by strategic policymaking and investment mobilization from both public and private sectors.

One notable innovation is the Tomchi mobile application, developed with support from the Swiss Agency for Development and Cooperation (SDC). This platform equips farmers with real-time information about water-saving technologies, irrigation schedules, subsidies, loans, and equipment suppliers, enhancing operational efficiency at the grassroots level.

On the infrastructure monitoring front, Uzbekistan is deploying a network of smart sensors across its major reservoirs, enabling real-time data collection on water levels and hydraulic infrastructure conditions. Complementing this is the use of satellite remote sensing by Uzbekcosmos, the national space agency, which provides high-resolution imagery and hydrological data to improve drought and flood forecasting. These digital tools enhance transparency and data-driven decision-making at both operational and policy levels.

Regional Cooperation and Ecological Restoration

The report also underscores Uzbekistan’s leadership in fostering regional water cooperation through the Scientific Information Center of the Interstate Commission for Water Coordination (SIC ICWC). Since 2007, the center has been providing biannual analytical reports on the Amu Darya and Syr Darya river basins, facilitating more effective water allocation and trust-building among Central Asian countries sharing transboundary water resources.

Another pillar of Uzbekistan’s water strategy is the ecological restoration of the Aral Sea region. The country’s extensive afforestation program—primarily planting drought-resistant saxaul trees on the former seabed—stands as one of the largest nature restoration initiatives globally. This program combats dust and salt storms, restores ecosystems, and enhances the region’s resilience to climate change, contributing both environmental and socioeconomic benefits.

Uzbekistan’s scientific and innovation capabilities have also been bolstered through centers like the International Innovation Center for the Aral Sea Basin and the National Research University "Tashkent Institute of Irrigation and Agricultural Mechanization Engineers" (TIIAME). These institutions drive cutting-edge research and foster international collaboration to develop sustainable water management solutions.

Executive Leadership and Future Challenges

The case study attributes Uzbekistan’s success to the integrated application of the five accelerators of the SDG 6 Global Acceleration Framework: governance, financing, capacity development, data and information, and innovation. High-level political commitment and consistent reforms have been pivotal in creating enabling conditions for these advances.

Despite these achievements, the report cautions that Uzbekistan must continue efforts to reduce water withdrawals to sustainable levels, enhance groundwater protection, develop further technologies to minimize water loss, and deepen transboundary water cooperation with neighboring nations.

Looking ahead, Uzbekistan plans to showcase its water management progress at the UN Water Conference scheduled for December 2026 in Abu Dhabi, and at the World Forum on Water Conservation in Samarkand. The country’s experience not only serves as a practical model for Central Asia but also offers strategic insights for other nations grappling with water stress globally.
