Germany Plans Corporate-Backed Shield Against Russian Sabotage Threats
Berlin’s proposed response would expand drone and cyber defenses across strategic cities, transport hubs and critical industries.

Germany’s Interior Ministry is preparing a broad protective shield against further Russian sabotage, including cyberattacks, after a drone incident at Leipzig/Halle Airport sharpened concerns over the vulnerability of transport, energy and defense infrastructure.
Interior Minister Alexander Dobrindt is seeking a tougher posture toward Russian sabotage, framing the threat as a daily operational challenge rather than an isolated security event. In an interview with Bild am Sonntag published on Sunday, September 6, Dobrindt said Germany faced a spectrum of hybrid attacks that now touches airports, urban areas, digital networks and critical infrastructure.
“Russia’s hybrid attacks using drones with explosives against airports, agents in our cities, cyberattacks on our networks and sabotage against our infrastructure are an everyday reality,” Dobrindt said.
For corporate leaders and boards operating in Germany, the plan signals a material shift in the security environment. The proposed shield would not be limited to federal police or traditional law-enforcement structures. It would also draw in operators of critical infrastructure, including electric power companies and defense enterprises, and give them legal authority to actively repel drone attacks, according to Bild am Sonntag.
That would move parts of Germany’s private sector closer to the front line of national security. Companies that manage airports, logistics nodes, power assets, defense production sites and digital systems could face new expectations around surveillance, incident response, technology procurement and cooperation with federal authorities.
Security Plan Reaches Strategic Cities and Corporate Infrastructure
According to Bild am Sonntag, the security plan provides for rapid deployment of special units in strategically important German cities, including Berlin, Munich, Hamburg, Stuttgart, Düsseldorf, Frankfurt am Main, Leipzig, Hanover and Cologne. The airspace over key transport hubs, airports, railway stations and Berlin’s government district is to be reliably protected from unmanned aerial vehicles.
The measures described in the report go beyond interception. They also include neutralizing explosive devices, a requirement that implies specialized response capabilities and tighter coordination among police, airport operators, logistics companies and infrastructure owners. For companies with facilities near transport corridors or government assets, the proposed policy points to a future in which counter-drone readiness becomes part of operational risk management.
Dobrindt said the attacks would intensify but argued Germany could respond. His comments amount to a warning that the government expects escalation in both physical and digital domains. For executives, that warning carries boardroom implications: resilience planning may need to cover sabotage scenarios that combine drones, embedded agents, cyber intrusion and attacks on physical infrastructure.
“These attacks will intensify, but we can fight back and protect ourselves,” Dobrindt said.
The plan also indicates that defense against drone threats will in the near future be carried out not only by the federal police but by critical infrastructure companies themselves. Bild am Sonntag reported that such companies, including electricity providers and defense businesses, would be granted legal means for active defense against drone attacks.

The immediate backdrop is the August 4 attempted sabotage at Leipzig/Halle Airport involving a Ukrainian An-124 cargo aircraft. Media reports, citing German investigative authorities, said several drones were involved in the suspected attack. One drone carrying explosives was found near several Ukrainian cargo aircraft. A second drone likely struck a DHL cargo aircraft just minutes after the first was discovered.
Leipzig/Halle is a major logistics site, and the reported involvement of a DHL cargo aircraft gives the episode particular relevance for global supply-chain operators. The incident suggests that commercial cargo infrastructure can become entangled in geopolitical conflict, especially where Ukrainian aircraft, defense-related logistics or strategically important freight routes are involved.
On September 1, the German government blamed Russia for the drone sabotage at Leipzig airport. In response, Berlin decided to close Russia’s consulate general in Bonn and the Russian House in Berlin, and to strengthen controls on Russian citizens entering the country. The government also decided to tighten measures against Russia’s “shadow fleet.”
The reaction from allies was broadly supportive. The European Union and NATO, along with the governments of several European countries, expressed support for Germany. The response inside Germany was more divided. Some opposition politicians criticized the federal government’s countermeasures as insufficient, while others viewed them as a dangerous escalation.
